(U//FOUO//LES) During several recent contacts with criminal gang members, an identified Maryland law enforcement agency has heard their radio transmissions broadcast over a suspect’s smartphone. In one incident, officers pursuing a suspect on foot overheard the suspect listening to the pursuing officers’ radio transmission over a smartphone. the radio broadcasts of the agency’s primary secure law enforcement channel had an approximate delay of three seconds on the suspect’s smartphone.

(U//FOUO//LES) Further investigation revealed that the general public, as well as criminal gang members and associates, are utilizing the website radioreference.com to listen to law enforcement secure channels streaming via the Internet. The Muskingum County Emergency Management Agency will be doing some testing Wednesday of it’s tornado sirens and radio frequencies.

The agency said residents should not be alarmed by the sirens. the test is being performed as part of a series of tests for the new 911 dispatch center.

"if it’s at noon tomorrow the sirens it’s only a test, the sirens will come up and run for three minutes like they always do on our test," said Disaster Service Coordinator Bo Keck. "if they’re listening to a scanner at one o’clock they’re going to hear a lot of tones and a lot of traffic and again that’s only a test."

The Sheriff’s Office will officially close and move next Wednesday, January 11th from their downtown location to their new location in the Muskingum County East Complex , located on the East Pike by the Child Support Building. the new Sheriff’s Office will reopen January 17th at 8:00 am

Keck said during the moving process emergency calls will be fielded by dispatchers at both locations. In addition to setting-up at the new location, new equipment is being added.

"if we would have moved it we would have had a lot more down time," said Keck. "Here if everything goes like it’s suppose to there will be really no down time, it’ll be just a matter of flipping a switch and going from one center to the other."

As a reminder beginning next Wednesday any visitors of the Sheriff’s Office will need to inquire at their new location. the office phone numbers will remain the same.

So, team orders made the NASCAR news this week in a very big way. It’s very likely that this concept is actually nothing new and has been utilized on occasions for quite a few years. It’s also very likely that advances in modern day electronic communications were the catalyst that turned these team orders into a large blip on the racing radar during the NASCAR weekend at Talladega. Between the fans listening in on the team’s radio frequencies,  comments made on live television and observations made on the various levels of the social networks the word quickly got out that team orders had been put into play.

The team orders debacle began on the Friday afternoon prior to the race when it was learned that established plans between Ford driver David Gilliland and Chevrolet driver Tony Stewart, to work together in the two car draft, had been cancelled. that was a little surprising because these two drivers had worked so well together during previous restrictor plate racing events.   it was later alleged that Gilliland’s #34 Front Row Motorsports team had been told by someone, never identified, to “try and work with other Ford teams instead.” “we were not banned,” Gilliland said adding “but when you lay out the initial plans, you’ve got to think of the big picture. Ford does a lot for us and we’d really like to see a Ford win this championship.”

We all saw what happened after the final restart of the race, with only two laps remaining. the Ford of Trevor Bayne was lined up behind the Chevrolet of Jeff Gordon. Radio communication between the two drivers established plans to draft together during the race’s final shootout. Nearby in the line up was the tandem of Roush Fenway Ford drivers Matt Kenseth and David Ragan.

When the green flag fell, Ragan fell back in the field due to a reported engine problem. All of a sudden Bayne abandoned Chase contender Gordon to tag team with the Chase contending, Ford driving, Kenseth. in a surprised state of abandonment, Gordon’s car went backwards to a 27th place finish and 82 points out of first.

Gordon had every reason in the world to be angry after the race, but somehow managed to retain a sense of diplomacy during post event interviews. “I think everybody knew coming into the weekend, the Fords made it very clear about what they were doing in working with one another, helping one another out and all those things. so, I didn’t expect him to commit to me on the radio. I expected him to say, man I’m sorry, I can’t. when he said yeah, I’m pushing you; we’re good, I believed him. but I think they had a different plan,” Gordon said.

The issue over team orders hit full strength when the social network entered the picture via “Twitter.” Surprisingly the tweets came from Trevor Bayne himself. in two, high profile, published “Tweets” Bayne wrote: “I’m not happy about what this has become, it’s too premeditated. we should be able to go with whoever is around. I would rather pulled over and finished last rather than tell (Gordon) I would work with him and then be strong armed into bailing.”

Enter the spin doctors. the Tuesday following the race, team owner Jack Roush issued a prepared statement regarding the use of team orders. “At Roush Fenway Racing we expect our individual drivers to make decisions that puts themselves in the best position to win each and every race. that is a philosophy that we have lived by for over two decades, and one that we will continue to abide by going forward.”

“of course, as in any team, we would prefer our drivers to work together when possible. However, to be clear, we did not micromanage or dictate to any of our drivers, nor any other Ford drivers, how to race at Talladega last Sunday. there are unique codes that all drivers establish and have to live by on the track. How they manage their code is up to our drivers as individuals. this weekend, there were no team orders, from myself or anyone at Roush Fenway, given to any of our drivers as to whom they could or could not choose to run with or assist, nor did I give similar directions or suggestion to any of the other Ford drivers,” the statement said.

Regarding post race comments by Trevor Bayne, the team owner said “I’ve spoken with Trevor and understand that he was put in a situation requiring a split second decision on the track and in his response to questions justifying his actions afterwards, where it was almost certain that not everyone was going to be satisfied. Trevor is extremely talented, but is still very early in his career. Over time he will grow to understand that in such a high paced, competitive and hostile environment it is unlikely that all of his decisions will make everyone happy. I’m confident in his decision making, his ability and actions on the track, and I’m excited as we continue to move forward with his development,” Roush said.

While Trevor Bayne is a full time employee of Roush Fenway Racing, and their NASCAR Nationwide Series program, he’s also driving a part time schedule in the Sprint Cup series in a Ford belonging to Wood Brothers Racing who has a technical alliance with Roush Fenway.

Eddie Wood had no problem with the way the race ended and said “our relationship with Ford Motor Company goes deeper than anyone had or will have. we had to do what we did to help (Ford) win the championship, and I feel like we did the right thing. I’m good with that.”

Jeff Gordon wasn’t the only NASCAR Sprint Cup driver who felt like he had been victimized by alleged team orders. While participating in an October 25th fan meet and greet, at the Charlotte-North Carolina based NASCAR Hall of Fame, Tony Stewart was asked about his thoughts on team orders. in typically candid fashion he replied “I’ve never seen more politics in a race go on in my life than what I saw last weekend. I think the car owners are to blame, the manufacturers are to blame and the fans don’t deserve that.”

That candid opinion also stemmed from the final two lap shootout of the Talladega race. the Chevrolet driving Stewart had made arrangements to tandem race with Paul Menard’s Richard Childress Racing Chevrolet. However, with Menard doing the pushing, the tandem didn’t really take off in the charge to the front Stewart was hoping for.

After the race Stewart claimed that someone from Childress Racing told Menard he could work with him as long as he didn’t push Stewart past the Childress cars of Clint Bowyer and Jeff Burton who ultimately finished one-two in the race. Stewart further alleged that someone, (never identified), was in his trailer monitoring a race scanner and heard a decision to switch to a different radio channel that couldn’t be monitored. It’s believed that’s when Menard was given instructions not to push Stewart past his RCR team mates. Stewart went on to say, afterwards, that he was “disappointed in RCR.”

That allegation prompted yet another post race statement from another team owner. this time it was Richard Childress who said “I went on Paul’s radio and told him to go up there and push Tony and try to win the race. I wanted him to win the race but I also wanted him to push Tony. That’s the way it was.”

There were a lot of social media comments on the issue of team orders. Some of the better ones came from NASCAR racing champion/Fox Sports racing analyst Darrell Waltrip and NASCAR Nationwide Series driver/Speed Channel racing analyst Kenny Wallace.

In a trio of comments on “Twitter”, Waltrip wrote “can you imagine if Jeff Gordon was told to help Jimmie Johnson and he said I can’t, got to help the guy in the Ford?”

In a second “Twitter”, Waltrip wrote: “what if Jeff Gordon bailed on Trevor Bayne? Everybody would be saying the kid should have known better, right?”

In a final “Tweet” Waltrip made this observation: “when I drove we worked together until 5 (laps) to go and then it was every man for himself, it was understood you try to help your brethren.”

The always delightful, and candid, Kenny Wallace had several comments on this topic and began with: “this is FUN to see y’all fired up over Trevor N Jeff, I will explain it more! FORD has Matt (Kenseth) and Carl (Edwards) trying to win the championship.”

Referencing the in car communication between Jeff Gordon and Trevor Bayne prior to the final restart, Wallace said “they did not tell Jeff Gordon the truth because they wanted to WIN !”

When asked if misleading another driver was typical, Wallace “tweeted” “yes it’s very common to lie and cheat in NASCAR and ALL sports do the same. NASCAR is not child’s play it costs 20 million per team.”

In yet another “tweet” Wallace reminded the fans of who sometimes pulls the strings and wrote: “every FORD motor in a NASCAR race car is supplied by Roush ! If you don’t do what Roush says you will not get motors. everyone knows that.”

Are team orders really a big part of motorsports operations? Probably. We’ve certainly seen enough evidence of it in Formula One racing. Is there anything wrong with the concept of team orders? not really. They could turn out to be the difference between a race win or loss and could even lead to winning a championship.

Racing is about performance levels and achieving the highest levels from the driver and the car. in turn, a high team performance level could translate into signing a high profile sponsorship deal worth mega millions of dollars. It’s those sponsorship packages that makes the wheels roll. If a racing scenario develops that might require team orders, can anyone blame a team for using them? I can’t.

Radio Frequency Spectrum is a limited natural resource. Spectrum basically refers to a collection of various types of electromagnetic radiations of different wavelengths. In India the radio frequencies are arbitrarily confined between 9kHz and 3000 GHz and are being used for 40 different types of services like fixed communication, mobile communication, broadcasting, radio navigation, radiolocation, fixed and mobile satellite service, aeronautical satellite service, radio navigational satellite service etc.

Some of the important and typical characteristics of the radio frequency Spectrum are as below.

1. Radio frequency spectrum does not respect international geographical boundaries as it is spread over a large terrestrial area.

2. use of radio frequency Spectrum is susceptible to overlapping interference and requires the application of complex engineering tools to ensure interference free operation of various wireless networks.

3. Unlike other natural resources, radio frequency spectrum is not consumed upon its usage. It is also liable to be wasted if it is not used optimally and efficiently. Radio frequency spectrum usage is therefore to be shared amongst the various radio services and must be used efficiently, optimally and economically in conformity with the provisions of national and international laws.

The limitation of the radio frequency spectrum is mainly due to the following factors.

1. Propagation characteristics of different types of radio waves.

2. Availability of technology and equipment for different types of radio frequency spectrum applications.

3. The suitability of frequency bands for specific applications

Allocation of Spectrum

The International Telecommunication Union (ITU) at the World Radio communication Conferences allocate Spectrum frequencies for the use of various countries. Allocations are made on a regional basis and for different types of services. It is mandatory for all administrations to adhere to these allocations. For the purpose of spectrum allocation, each member country submits its proposals to ITU, based on their requirements and priorities for opening of the bands. During the conference all the proposals are discussed and decisions are taken for opening of the bands for new services or extension of the existing bands. These decisions are reflected in the International Frequency allocation Table of radio regulation and other regulatory provisions for use of bands, which forms the basis for allotment by the member countries. need for spectrum allocation

Spectrum Allocation is necessary in order to ensure interference free operation for each radio service. Each frequency band is shared amongst various radio services but the sharing is possible only with the use of similar systems. Sharing is also possible by way of geographical separation, time-sharing and through technical solutions like smart antenna and intelligent radio system.

National Frequency Allocation plan: 2002.

The National Frequency Allocation plan (NFAP) forms the basis for development and manufacturing of wireless equipment and spectrum utilization in the country. It contains the service options in various frequency bands for India and also provides the channeling plan in different bands.

Spectrum and Mobile Telephone Services:

Mobile telephone service providers in India use GSM and CDMAtechnologies. GSM technology works in the frequency bands of 900 and 1800 MHz in India and CDMA technology works in the 800 MHz band. 800, 900 and 1800 MHz bands were earlier allotted to thedefiance services for their mobile communication usage. however, upon the launch of mobile communication services for public, coordination was sought from the defense department to make the spectrum available for mobile services. Since the mobile communication technologies provide international roaming facilities, it is essential to allocate spectrum in the common bands which are being used the world over. Also, the mobile handsets being used are imported hence conform to the GSM 900/1800 bands. if radio frequencies are allotted in other bands then handsets will not be compatible with it and new handsets will have to be developed which will be costlier and therefore the cost of mobile communication services will also increase.

Presently, 25 MHz spectrum in 900 MHz band (890 – 915 / 935 – 960 MHz) and 75 MHz in the 1800 MHz band (1710 – 1785 / 1805 – 1880 MHz) is earmarked for GSM services. however, out of this total 100 MHz, only 15 MHz in GSM 1800 band is available for use as the remaining 60 MHz is still to be vacated by the defense department. Also out of the total 25 MHz in GSM 900 band, a total of 20.2 MHz is available for GSM networks and Railways’ train safety systems. The minimum amount of spectrum required for launching GSM services is 2 x 4.4 MHz. Presently, the government has allotted a cumulative maximum spectrum of up to 4.4 MHz in GSM 900 and 1800 MHz band to mobile operators.

For CDMA services, 20 MHz spectrum in the 800 MHz band (824 – 844 / 869 – 889 MHz) is available. In this 20 + 20 MHz spectrum, 14 CDMA carriers of nominal 1.25 MHz each are possible for assignment to service providers. Spectrum for the roll out of 3G services (voice, data and video) will be allotted through e auction in the 2.1 GHz (1920 – 1980 / 2110 – 2170 MHz) band. however, the Spectrum required for the launch of 3G services is yet to be vacated by the defense department.

Spectrum Allotment Procedure

In the case of licensed telecom service provider’s spectrum was initially allotted in accordance with the relevant provisions of the service license agreements. however, due to an exponential increase in the number of mobile subscribers additional mobile is required by the mobile operators. Serving a larger number of subscribers requires, either a larger amount of spectrum or an increase in the number of base stations. Therefore, additional spectrum is required at some stage as a techno economic solution to meet the growth of mobile services. Department of Telecommunications has evolved guidelines for the allotment of extra spectrum, based on the justification and fulfillment of the prescribed criteria. The subscriber-based criteria have been formulated taking into account demographic characteristics of different categories of service areas, average traffic per subscriber, number of base stations in a specified area etc. Spectrum is allotted subject to completion of co-ordination and availability at a particular location.

As spectrum is a scarce resource, its equitable allotment for systems using different technologies seems to be the solution. The government while formulating its spectrum policy should try to create a flexible and technology neutral regime to allow new technologies equal access to spectrum. It should also enable market mechanisms to promote efficient use of spectrum by developing market incentives and differential pricing of spectrum in congested areas. Also auctions or fixed fee access can ensure that spectrum ‘owners’ will want to minimize the quantum of spectrum. The government may also permit public and private users to trade spectrum to allow new users access to spectrum and to provide them with possibilities to move to another non – wireless media or other frequency bands if possible. It can also mark off specific public and private use segments of spectrum and try to bring about transparency and openness in the spectrum allotment process so that this scarce natural resource is put to it optimal use in a more efficient manner

Spectrum Management Department of Telecommunication

With the proliferation of new technologies and the growing demand for telecommunication services, the demand on spectrum has increased manifold. It is, therefore, essential that spectrum be utilized efficiently, economically, rationally and optimally. there is a need for a transparent process of allocation of frequency spectrum for use by a service and making it available to various users under specific conditions.

The National Frequency Allocation plan (NFAP) was last established in 1981, and has been modified from time to time since. With the proliferation of new technologies it is essential to revise the NFAP in its entirety so that it could become the basis for development, manufacturing and spectrum utilization activities in the country amongst all users. The NFAP is presently under review and the revised NFAP-2000 would be made public by the end of 1999, detailing information regarding allocation of frequency bands for various services, without including security information. NFAP shall be reviewed no later than every two years and shall be in line with radio regulations of International Telecommunication Union.

Relocation of existing Spectrum and Compensation:

- considering the growing need of spectrum for communication services, there is a need to make adequate spectrum available.

- appropriate frequency bands have historically been assigned to defense & others and efforts would be made towards relocating them so as to have optimal utilization of spectrum. Compensation for relocation may be provided out of spectrum fee and revenue share levied by Government.

- there is a need to review the spectrum allocations in a planned manner so that required frequency bands are available to the service providers.

There is a need to have a transparent process of allocation of frequency spectrum which is effective and efficient. this would be examined further in the light of ITU guidelines. For the present, the following course of action shall be adopted.

- Spectrum usage fee shall be charged.

- Setting up an empowered Inter-Ministerial Group to be called as Wireless planning Coordination Committee (WPCC) as part of the Ministry of Communications for periodical review of spectrum availability and broad allocation policy.

these may sound like fashion trends of the future, but for art history professor Susan Ryan, they’re happening now.

Ryan was recently awarded a $50,000 grant from the Louisiana Board of Regents’ Awards to Louisiana Artists and Scholars [ATLAS] for her proposal to write a manuscript about wearable technologies like these garments.

Ryan’s proposal, “Critical Dressing: Wearable Media as Discourse in the Digital Age,” will examine the history of wearable technologies. in doing so, Ryan will discuss the difference between design and art in wearable technology and gender associations related to the topic.

“Wearable technologies drive innovations in the expanding realm of mobile media, especially garments that augment our bodies’ capabilities, sense bodily functions for therapeutic purposes or connect us to online interfaces with social application,” Ryan said in a news release.

Ryan is using this academic year to write her manuscript and is nearing completion on her first of an anticipated four or five chapters.

Ryan recently returned from a research trip to London and Wales funded by the grant to view an archive containing research from previous studies of wearable technology. she said the trip aided her greatly in locating information she couldn’t have found elsewhere.

she has been researching wearable technology since Hurricane Katrina destroyed her home and all previous research. she said she noticed few were working with social fabrics and adopted it as her new focus.

Ann Whitmer, assistant dean of the College of Humanities and Social Sciences, said ATLAS proposals are evaluated by importance, organization, feasibility and qualifications of the professor.

Whitmer said ATLAS funds are allocated to replace professors’ salaries so they can dedicate more time to research and completing their projects. she said some proposals also request funds for travel and other expenses.

Rod Parker, director of the School of Art, said ATLAS guaranteed Ryan six months of funding, and the school was able to match ATLAS’s sum to allow Ryan a full year to complete her manuscript.

Parker worked with Ryan on “Social Fabrics,” a fashion-show event that featured “wearable media” Ryan has researched. he said her focus at the time of the show was on North American projects, but with the ATLAS grant, she plans to take her research to the global level.

Parker said Ryan deserves the grant because “she has positioned herself as one of the world’s foremost experts in an area of history that’s really emerging.” Ryan’s wearable technology research is currently seen only in novelty products.

Ryan said she doesn’t see wearable technology reaching mass popularity in the near future because of the costliness associated with it. “Historically, technology and fashion have not been sympathetic to each other,” she said, adding that current research could lead to mass production in the distant future.

Whitmer said Ryan’s proposal seemed to be “at the forefront of her research area” and “making a very new contribution to the study of apparel as art.”

the complete ATLAS process from submission to selection takes about six months, she said.

she said the ATLAS application requires approvals by the department chairs and deans at the universities before submission to the Board of Regents. the board submits approved proposals to a two-round review process by out-of-state experts, according to Whitmer.

the reviewing panel categorizes proposals into three groupings based on their priority level for funding, and

Ryan’s proposal was fourth of twenty on the first list.

the first list’s proposals are also ranked by priority, and not all proposals on the first list receive funding.

Parker said Ryan is innovative in her teaching methods, having students, for example, study video art then create a video using limitations of the 1970s to have them appreciate current technology.

Parker said the School of Art has secured two experts, Dan Cameron and Miranda Lash, to lead Ryan’s classes in her absence.

Whitmer said the Board of Regents Support Fund, which provides funding for ATLAS, is an endowed fund from a state settlement from oil and gas revenues of approximately $550 million over 20 years ago. she said the fund is constitutionally protected, therefore safe from reappropriation.
